Sewer System Management Plan (SSMP)
Overview of the Sewer System Management Plan

The City of Fortuna’s Sewer System Management Plan (SSMP) has been prepared in compliance with requirements of the State Water Resource Control Board (SWRCB) pursuant to Order No. 2006-0003, Statewide General Waste Discharge Requirements for Sanitary Sewer Systems (WDR).  The WDR requires development and implementation of a written SSMP, and defines eleven (11) mandatory SSMP elements.  The WDR also defines associated monitoring, record keeping, reporting, and public notification requirements.

The City of Fortuna's SSMP has been prepared with the assistance of Freshwater Environmental Services (FES).  This initial SSMP will become a living document, and should be updated as needed to reflect changes to the SSMP elements.  The intent of this SSMP is to meet the requirements of the Statewide WDR.

This document presents eleven elements in the order presented within the WDR:

  1. Goals;
  2. Organization;
  3. Legal Authority;
  4. Operation and Maintenance Program;
  5. Design and Performance Provisions;
  6. Overflow Emergency Response Plan;
  7. Fats, Oils, and Grease (FOG) Control Plan;
  8. System Evaluation and Capacity Assurance Plan;
  9. Monitoring, Measurements, and Program Modifications;
  10. SSMP Program Audits; and
  11. Communication Plan.

This document represents the Final Draft SSMP for the City of Fortuna.  City staff will present this plan to the City Council in the near future (anticipated hearing date is the Regular Council meeting of April 18, 2011), for the Council's consideration and requested adoption.  Upon Council's approval of the document, City staff will self-certify to the SWRCB that the document is complete, and has been adopted by the City Council.

Any person desiring to present comment to this document is encouraged to attend the City Council meeting during which a public hearing will be held to consider the adoption of the document, or forward your comments to the City of Fortuna by using the "contact us" button at the home page of the City's website.
