The City of Fortuna is a Council / Manager form of government, wherein the Council sets policy and gives direction on all matters concerning the City operations. The City Manager is responsible for carrying out Council policy, directing City staff, and overseeing the day-to-day operations of the City.

The City Council consists of five members, elected from the City at large, who serve four-year terms. Bi-annually, the City Council appoints a Mayor and a Mayor Pro Tem from its own membership to serve a two-year term.

The Mayor is responsible for presiding over City Council meetings; representing the City Council at various business, social, and ceremonial events; and signing all City ordinances and resolutions. The Mayor Pro Tem performs these duties in the absence of the Mayor.

As a legislative body, the City Council is responsible for the enactment of local laws (ordinances), the adoption of the annual City Budget and Capital Improvement Program, and the review and adoption of proposed policies, agreements, contracts, and other City business items.

The City Council also sits as the governing board of the Fortuna Redevelopment Agency. The Council appoints the City Manager and City Attorney, as well as the members of the various boards and commissions.
